Object to planning application 22/AP/0960 – Huge wall-mounted advertisement 416 Albany Road.

e. Grounds – we are suggesting that some or all of the following might be relevant in any objection:

Reason for comment a) Not enough info given on application and b) Out of keeping with character of area.

  • This application is invalid as it lacks a Heritage Statement assessing the impact of this development on the Conservation Area.
  • This is not a small-scale advertisement – in reality it covers a very large part of the south facing wall of 416 Albany Road. The proposal harms the Walworth Road Conservation Area owing to its location at the gateway to the Conservation Area and its extremely prominent location.
  • This is a notoriously dangerous junction where there have previously been fatalities and we object strongly to any distraction that increases driver inattention – the application specifically refers to the target audience being drivers.
  • The emphasis of the Conservation Area management plan and the Heritage Action Zone is about preventing further harm to the local heritage assets and mitigating any damage that has been caused in recent times – this application contravenes this work and these requirements.

The full objection of the Walworth Society is outlined below:

The Walworth Society strongly objects to this application. As this building sits within the Walworth Road Conservation Area, we assert that this application is invalid as it lacks a Heritage Statement assessing the impact of this development on the Conservation Area. We object to a number of the elements that are used to describe to the application and quote from the application “These types of small-scale poster sites play an important role in the delivery of community messaging and community support for the arts and culture and local businesses.”

We object to the idea that this is a small-scale advertisement – in reality it covers a very large part of the south facing wall of 416 Albany Road. The proposal harms the Walworth Road Conservation Area owing to its location at the gateway to the Conservation Area and its extremely prominent location.

We disagree with the planning statement claim that the “effect on visual amenity is considered to be minimal”. The building which sits at the end of this terrace was built between 1810 and 1812 and is consistent with other buildings on the Camberwell Road which are listed. The introduction of any images on the side wall will have a detrimental effect both structurally and aesthetically. This is a notoriously dangerous junction where there have previously been fatalities and we object strongly to any distraction that increases driver inattention – the application specifically refers to the target audience being drivers.

The whole emphasis of the Conservation Area management plan and the Heritage Action Zone is about preventing further harm to the local heritage assets and mitigating any damage that has been caused in recent times – this application totally contravenes this work and these requirements.

In recent times there has also been significant damage this building in terms of the shop front and the side wall. As part of the HAZ work there is documentary evidence that the Promenade was developed as one run of grand shops which are approaching double height and when they opened, they were said to be as fine as any shops that you would encounter in the West End. This is an important part of the Walworth Road Conservation Area and a gateway to it from the south and this advertisement would cause significant harm to its appearance and character.
